Temporary staying period
Temporary staying period of foreigners and stateless persons, who enter the Republic of Azerbaijan with a visa, cannot exceed the staying period indicated on the visa, while temporary staying period of those who enter the Republic of Azerbaijan under visa-free regime, cannot exceed 90 days except for the cases envisaged by the international agreements that the Republic of Azerbaijan is a party to.
Foreigners and stateless persons staying in the territory of the Republic of Azerbaijan must observe the declared purposes of their entry and leave the territory of the country after the expiration of the defined period. At the same time, foreigners applying to the State Migration Service of the Republic of Azerbaijan for the purpose of obtaining a permit for temporary residence in the territory of the Republic of Azerbaijan, are recommended to adhere to their declared purpose of arrival.
The declared purpose of the arrival of the foreigners coming to the Republic of Azerbaijan with a visa must correspond to the purpose of the visit indicated in the visas issued to them. Foreigners who arrive to our country are issued visas for official, business, scientific, education, labor, tourism, cultural, sports, humanitarian, medical and personal visit purposes.
Violation of these rules leads to administrative responsibility according to Article 575.1.3 of the Code of Administrative Offenses of the Republic of Azerbaijan (engaging in activities that do not correspond to the declared purpose of arrival to the Republic of Azerbaijan during the period of temporary stay, temporary or permanent residence on the territory of the Republic of Azerbaijan).
If temporary staying period of foreigners and stateless persons in the country is not extended, or they are not granted temporary residence permit, or no application for the extension of temporary staying period or issuance of temporary residence permit has been received by the end of that period, they must leave the territory of the Republic of Azerbaijan.
Registration at the place of stay
Foreigners or stateless persons temporarily staying in the Republic of Azerbaijan for more than 15 days (as well as when they change their place of stay) must apply to the management of the place he/she stays (hotel, sanatorium, rest home, boarding house, camping, tourist base, hospital or other similar public places) or the owner of the apartment or other place of accommodation in order to get registered upon place of stay by the State Migration Service of the Republic of Azerbaijan without paying any state fee.

Extension of temporary staying period
Foreigners and stateless persons must apply to the State Migration Service of the Republic of Azerbaijan by submitting required documents for the extension of temporary staying period at least 3 working days (except the cases of emergency stop during the transit passage) before the expiration of their temporary staying period. Temporary staying period of foreigners and stateless persons in the country can be extended up to 60 days.
Temporary staying period of foreigners and stateless persons in the Republic of Azerbaijan can be extended in the following cases:
- In case of a need for urgent medical treatment in the territory of the Republic of Azerbaijan;
- In case of serious illness or death of any close relative residing in the Republic of Azerbaijan;
- In case of a justified application on incompleteness of intended works by foreigners and stateless persons arrived in the Republic of Azerbaijan related with official necessity, submitted by the organization inviting those persons;
- In case of emergency stop during the transit passage of foreigners and stateless persons in the territory of the Republic of Azerbaijan;
- In case of extension of temporary staying period of father, mother, husband (wife), child, brother, sister of a foreigner or stateless person in the Republic of Azerbaijan.

Temporary or permanent residence permit
Foreigners and stateless persons intending to reside temporarily or permanently in the territory of the Republic of Azerbaijan must obtain a relevant permit for it.
Permission card for temporary or permanent residence in the territory of the Republic of Azerbaijan is a document authorizing foreigners and stateless persons to reside in the Republic of Azerbaijan temporarily or permanently, and exit from the Republic of Azerbaijan and return back to the Republic of Azerbaijan under visa-free regime during its validity period, and certifying the identities and registration of those persons upon the place of residence.

Work permit
Every able-bodied and over 18 years old foreigner and stateless person can work in the Republic of Azerbaijan after obtaining a work permit through juridical persons, physical persons engaged in entrepreneurship activity without establishing juridical persons, and branches and representations of foreign juridical persons employing him/her. Employers can apply for obtaining work permit for a foreigner and stateless person while they are still beyond the borders of the Republic of Azerbaijan.
Principal conditions for carrying out paid labour activity by foreigners and stateless persons are the availability of vacancies which are not applied to by a citizen of the Republic of Azerbaijan who has professional skills or qualifications required for such job, and the inability of employment services to meet employers’ need in manpower at the cost of local labour resources.
Foreigners and stateless persons who want to engage in paid labor activities in the territory of the Republic of Azerbaijan must obtain a work permit in addition to a temporary residence permit in a way required by the Migration Code of the Republic of Azerbaijan.
